Fleming County, Kentucky was established in 1798 from part of Mason County. Some of Fleming County was taken to form Floyd County in 1800 and Rowan County in 1856.
John Adams, Jr. (1735-1826) was the second President of the United States (1797–1801), the first Vice President (1789–1797).
In the War of 1812 (1812-1815) the United States declared war on England because of trade restrictions, impressment, and British support for Indian attacks. They signed the Treaty of Ghent on December 24, 1814 after reaching a stalemate.
He participated in the battle of New Orleans under Andrew Jackson. The battle of New Orleans took place on January 8, 1815 and was the final major battle of the War of 1812. He said in his pension application
[I] was [a] pilot on the steam-boat Fulton in the service of the United States and was commanded by Captain Shriver, and that I was pressed with all the hands belonging to said boat also, to carry ammunition and everything for the use of the Army. Went up the river, met Maples and Smith with three keel boats. Landed with muskets unloaded on our backs and brought them to New Orleans. That night the British left.
When he was 21, William married Sarah Perkins on December 28, 1815 in Fayette
County, Kentucky. Sarah was born in 1797.
William and Sarah's children included:

Sarah Ann Oxley (1837).
In 1820 William's family was in Fleming County, Kentucky. He was a farmer and was appointed postmaster.

In 1830, 1840, and 1850 William was in Dearborn (Ohio) County, Indiana. In 1850 Elizabeth Rickets age 20 was living with the William Oxley family. Elizabeth was probably the daughter of William Ricketts and William Oxley's sister, Elizabeth Oxley.
Guardianship papers were filed in Ohio County, Indiana on April 27, 1849 to appoint
William Oxley, guardian
of the infant heirs of John Clark, who were the children of his daughter, Elizabeth.
Ohio County, Indiana was first created in 1844 from Dearborn County. The county seat is Rising Sun which is in Randolph Township. Ohio County is in southeast Indiana on the Kentucky border. In 1826, the Dearborn County Courthouse burned containing all records.
Kentucky was originally a Virginia county and included the lands west of the Appalachians. In 1780, it was divided into Fayette, Jefferson, and Lincoln counties. Kentucky officially became a state on June 1, 1792.

Wilson Turner is one of the highly respected residents of Weld county, living not far from Greeley. He was born in Ohio county, Indiana, November 2, 1852, and is a son of Robert Turner, whose father and mother came from Ireland. Robert Turner was a native of Indiana and his wife was a representative of an old Kentucky family.
The mother of Wilson Turner bore the maiden name of Martha Oxley and died when he was but eight years of age. He was the third of five sons: William E., Robert M., Wilson, Eli H. and Prior; and there were also two sisters, Martha J. and Sarah, all born in Ohio county, Indiana.
By the second marriage [Eveline Busby] of the father there were four half brothers, Frank, Joseph, Charles and Edgar, and two half sisters, O'Cala and one, who died in infancy.

Capt. Wm. Oxley, of Montgomery County, obtained his title at the battle of New Orleans, where he commanded a flat-boat in the service of General Jackson. After the General was elected president he appointed Capt. Oxley to the position of Postmaster of a small town in Kentucky, which yielded hin the enormous sum of $6.50 a year. He was farmer as well as Postmaster, and desiring to devote as much time as possible to his work, he carried all the letters that came to the office in his hat, so that he could deliver them without stopping his work when the persons to whom they were addressed called for them......
From pension application War of 1812 Mentions marriage to Sarah Perkins in Fayette Co., Ky on 28 Dec 1815. States he
